If you have 100 Prize Tickets (which can only be obtained during the Carnival of the Ascended world event), then you can purchase this companion from the world event merchant.
If you do not have 100 Prize Tickets, then you will likely have to wait until the next Carnival of the Ascended event before you can purchase this companion.
